“The requests will be submitted at/in/to the next broad meeting?”

Some people say at , some say in, some other say to . Which one is correct?

Is there a logical way to find out which one is correct?

“The requests will be submitted at/in/to the next [STRIKE]broad[/STRIKE] board meeting?”

Some people say at, some say in, some [STRIKE]other[/STRIKE] say to. Which one is correct?

Is there a logical way to find out which one is correct?

"To" is completely incorrect and I can't imagine who you have heard saying it.

"They will be submitted at the next board meeting" and "They will be submitted in the next board meeting" are both fine. Prepositions don't necessarily follow any kind of logic in English - sometimes more than one is acceptable and sometimes you just have to learn/memorise them.
