If it's your responsibility to create such a warning sign, TE, use a comma.

In real life, I think you'll find that it's the lift (AE elevator) manufacturers/installers who put up those signs.

I frequently see - with considerable annoyance - warning signs reading

IN EMERGENCY
DO NOT USE LIFT
USE STAIRS
