One guy said to another: You can hand it to me or we can take it from you. In fact, I'm hoping I have to take it.

--- Does it mean: Either way, I have to take it from you.

It's a threat. Either he gives it to the speaker or the speaker will take it by force.

It suggests that the speaker enjoys inflicting violence.

So is he saying: I hope, I'll have to take it myself from you (so the guy who's speaking doesn't think that the other guy will give IT to him himself and he'll have to use force?)
