I'm not sure of what the word in bold means in the following.

They knew a small division couldn't afford a huge infrastructure, particularly given the uncertainties inherent in drug development, so they embarked on an extensive campaign to in-license, outsource, and partner our way to flexible capacity and augmented capabilities.

From this text, it sounds as if they are goung to acquire a licence to use something that someone else has developed.
