dear teacher, please explain 1. in the genral drama of pain . 2. the service has indeed been bled white by rampaging political interference. 3. they have more sunsets than sunrises. 4. they might swing from one extreme to the other.

More context would help, but in any case...

1. In the overall dramatic/tragic situation of people(?) suffering.
2. The service has been totally deprived of funds/resources/has almost ceased to function because of destructive political intervention.
3. More bad things happen to them than good ones.
4. They might move into completely different directions or they might adopt (and readily abandon) completely different policies (context needed).
