To plagiarize is to copy someone's work and pretend it is one's own. Learning language by copying is not really plagiarizing-we copy, but don't pretend that we don't.
Using "in the sense that" lets the reader know that the writer realizes that we don't really plagiarise, but we "kind of" do.
We can say things like,"We are all murderers in the sense that we kill animals for food. We are not murderers, but we are "sort of".
Sorry if that's a bit complicated, but it's not an easy thing to explain.
