If you want to retain the structure of 1 in 2, use "copyright violation".
4 should be "They were charged with [a] federal law infringement" or "... with infringing federal law".

3 and 4 should use whatever words are actually used in the charge itself.

I would say that "violation" sounds more serious. However, you might need someone with a legal background to tell you if there's a real (legal) difference.

You can violate traffic laws, so it doesn't have to be a big crime. I assume you infringe copyright because you are affecting someone else's legal right.
