Is the "to" before "local" necessary here or can it be omitted? I'm asking because "to" after "of" is a structure that I think I've never heard before.

It can be omitted in this case. I think some similar sentences would become ambiguous without it, though I can't think of one at the moment.

I wouldn't call of to a structure. The sentence is clearer with the repeated to.
