instrument or tool?

Sometimes I really feel uncertain about the collocation of words. One question is that, if I want to say drama can be used as something helping learners to learn, can I say drama is an instrument of learning? Or should I say it's a tool of learning?

You could use either word. However, I would use "for learning" instead of "of learning". On the other hand, I would say it's a tool, or an instrument, of teaching.

I agree with Grumpy that both are possible, but would be more likely to use tool for learning.
