Please proofread these sentences.
a. Irrigation is needed/necessary/mandatory/indispensable to make crops grow in dry areas.
b. To make crops grow in dry areas, irrigation is needed.
c. For the growth of crops in dry areas, irrigation is needed.
d. Irrigation is needed for the growth of crops in dry areas.

Try using "... for crops to grow in dry areas."

Okay. Here are all my sentences again.

a. Irrigation is needed/necessary/mandatory/indispensable to make crops grow in dry areas.
b. To make crops grow in dry areas, irrigation is needed.
c. For crops to grow in dry areas, irrigation is needed.
d. Irrigation is needed for crops to grow in dry areas.

I'd use "d". :)
Having said that, there's nothing wrong with the others, though I'd use "help" instead of "make" in "a".

I wouldn't use mandatory.

Irrigation is just highly recommended but I doubt that it's a legal requirement.
