Should I always put question mark after a sentence which begins with "Could you please"?

For example,

Could you please let me know how much the postage is and I will send you the money to cover the cost. (or '?')

For example,

Could you please let me know how much the postage is and I will send you the money to cover the cost. (or '?') In fact you should not put a question mark after a sentence like that because it is not a question; it is a request.

No and no. Those are not questions, just polite or urgent requests.

But if you say (Can)(Could) I please open....., that is a question and you then need a question mark.

Hi, I've been doing some research and I've finally found what I was looking for:

When a question constitutes a polite request, it is usually not followed by a question mark. This becomes more true as the request becomes longer and more complex:
· Would everyone in the room who hasn't received an ID card please move to the front of the line

So, only for polite requests. Thanks.
