For example,
Could you please let me know how much the postage is and I will send you the money to cover the cost. (or '?') In fact you should not put a question mark after a sentence like that because it is not a question; it is a request.
Do you mean we need no question mark in:
Can you open the window, please? or that we don't need it in
Can you, please, open the window because it is very hot in here and I'm much afraid that unless you do it, and do it quickly, someone is going to faint?
No and no. Those are not questions, just polite or urgent requests.
But if you say (Can)(Could) I please open....., that is a question and you then need a question mark.
