"Happy birthday my friend! I'm hoping to meet you up next year"

"Happy birthday my friend! I hope we can meet up next year"

Not a teacher only a native.

The second example is correct :up:

As the previous poster said, sentence 1 is incorrect. However, at some point you may wish to use "meet up" + "you" (or similar). You need to note the word order used if you do that:

I hope to meet up with you next year.
He's hoping to meet up with his friends on Tuesday.
