Is it rude to do so??

Hey there,
I'm just wondering about thsis one thing. If someone wants to meet another person, not for a mean thing, but only to know this person, and they never met or talked together before, what is the proper way to talk with that perosn? Is sending a note before meeting is some kind of a rude way?

It depends very much on the type of person. If I got a letter from someone who wanted to meet me, I'd think it strange simply because I couldn't see why. However, if there is a connection or something, then it would make sense. ;-)

I might tell you what I mean with what I talked about last time, a friend of mine is a person who likes to meet other people and talk with them, especially our foreigner teachers here in the university. She says that meeting and talking with them would increase and improve her speaking in English [and I kinda agree with her] . Once, she saw a teacher and decided to know him, but she was so shy to go just like that and nothing in her mind to talk about. Then, she decided to send him a note, telling him if he is that kind of individuals who would like to meet others. She sent the note, while that teacher wasn't there, but after all, she felt waht she did, was kind of a rude way to know people. Tell me what is the best way to introduce herself, and to know others?

I think now I have the same problem as you.
There is only a few foreign English teacher in our college.
It is difficult for me to get to know him if I have nothing special.
I have thought that if I could have a third person to introduce me to him.
That is just my idea, and I have not done it.
