Hello everyone
I'd like to ask if the following sentence is grammatically correct.

Basically, the democratic potential of our NGOs is influenced by the uniqueness of the parallel building of statehood and civil society, with the political institutions and economics being underdeveloped.

The intended meaning is as follows: statehood is being built and civil society is being built at the same time, this process is unique and influences the democratic potential of NGOs (non-governmental organizations). And the political institutions and economics are underdeveloped.

...civil society, while/whereas the political institutions and economics are still underdeveloped
