Compensate is definitely the wrong word to use in this context.

AskOxford: compensate
verb 1 give (someone) something to reduce or balance the bad effect of loss, suffering, or injury. 2 (compensate for) make up for (something undesirable) by exerting an opposite force or effect.

Not sure what you are trying to say.
Could you try another word to help understand the intent.

compensate - I think he means 'replace without extra charge'.

spare packing - I think he means 'spare packaging'.
