is this sentence correct

I read this sentence in an article

Dr. John's report to his family doctor in August of last year recommends that he attend educational testing.

I think this sentence is incorrect - it should be "recommended". Am I right?

If the recommendation is still current or valid even though it was prepared last year, the present tense is appropriate.
