[Grammar] is, was or were?

Can someone please help with the following sentence?

1- Disciplinary action will be taken against anyone who is/ was/ were found guilty of violation.

Your text says "anyone", so "were" does not match.

Disciplinary action will be taken against anyone who is/was found guilty of a violation.

"is" or "was" depends on whether you are expecting to find a guilty person (then choose "is"), or if you already have determined who the guilty person is (then choose "was").
