In BrE, "on" is frequently omitted, at least when speaking.

When will you get home tonight?
It depends what time I finish.

Where will you leave your car?
It depends how bad the parking situation is.

Some native speakers are pretty picky too! I would recommend that individual students bring this up with their teachers to see if they would accept it without "on".
