It sounds like an answer to a question, so the exact meaning of it depends on the question.



Either they are using it was that as a way to say it was because.


"Why did you decide to let other people use your technology?"
"It was that (because) ... the technology was wasted if you're just using it on one game."

or they are using the it to refer to something in a previous sentence.

"What was the idea behind letting other people use your technology?"
"It (the idea) was that ... the technology was wasted if you're just using it on one game."
