Does it imply that it's a bit later for us to go home in #1?
Does it mean that it's just the right time for us to go home in #2

Can we say "​It's time we should go home"?
No, that's wrong. Look at post #2. I already corrected it: "It's time to go home."

"We should go home" is grammatical but has a different meaning. The three versions post #2 all mean the same thing.
