"This shop sells garments of all kinds." Dose this paragraph could be written as "This shop sells all kinds of garments ."?

Why it have been showed this way(....of all kinds) instead of (all kinds of) ?

That phrase "all kinds" may be used before a noun (all kinds of) or after a noun (of all kinds). The meanings are the same.
