What is the meaning of "Left off" ?

le : ... I can not recall where the Bob left off on that contract ....

"To leave off" can mean "to omit" or "to stop".

I left his name off the list.
Please leave off doing that. (This is very informal, though I wouldn't say it's slang).

However, I don't understand the sentence you quoted. "The Bob..."? Do you just mean "Bob", as in a man's name?

Cannot is all one word.

What do you think "left off on that contract" means?

Perhaps in this context it refers to where he stopped reading it, editing it, explaining it, etc.

The point at which someone stopped is where he left off.

I agree. Here's another example:

I don't see my best friend very often but whenever we meet up, we always seem to carry on from where we left off [ie where we got to in our conversation the last time we met] as if nothing has happened in between.
