Not really, you can be 'hasty' without excess, in BE anyway.;-)

Hm. Well, haste does imply that because of being in a rush a person makes mistakes that he wouldn't ordinarily make. I am not sure how I would fit over into that as part of the definition, although when a person is hasty he might overlook something.

Could be. Overly hasty does seem somewhat redundant tho, but then so does over hasty.
