Have you got more context please? I don't understand what you want to say with this sentences. But I would start a formal letter like this:

Dear Madam/Sir,

Referring to our telephone conversation of / from ..... we would like to inform you ....
Referring to your letter from ...... we would like to inform you ...........

I think it may be a bit over the top- it sounds as if you are going to take legal action against them. How about:

I am writing to inform you of the cancellation of course ESL939FQ ...

This would be an institute writing to students.

If the student were cancelling:

I am writing to cancel my enrollment on course ESL939FQ...

I alway begin my letters like: Reffering to your / our .............
If there weren't any conversation before, then I use your beginning.

What does "of course" mean in that context? I only know it as "Why certainly!"

Personally I skip the fluff - I herewith cancel course xyz. Best regards.
