light and fair hair

I am reading W. Trevor story (Marrying Damian). He describes a sixty year old man: "His light, fair hair is grey in places now'
I understood 'fair hair' is a hair with light colour (can be blonde for instance). So what is 'light' meaning here? Is that about colour or anything else?

It's very likely a redundancy. i.e, a synonym for fair. But it might also mean fine hair, that is where each hair is very thin.
