That makes sense at least but in my opinion that idiom sounds too dramatic to be used in this example. You could tone it down a bit with just out of the blue.

If a company decides to localize purchasing - say Asian branch purchases from an Asian maker, European branch, from a European maker, etc - which better to say?

1. they would purchase this raw material from local manufacturers by region.
1. they would purchase this raw material from regional manufacturers.

The second #1 in post #5 looks like the better version to me. Use "producers" instead of "manufacturers" when referring to raw materials. Also, why have you used "would" instead of, e.g., "will" in that sentence?
