"lower the front of the dress"

I am not quite sure what the latter half of the next sentence means.

Her eyes were lowered modestly, and the front of her dress was just lowered.

This is a description of a newly married Mexican girl. What does it mean to "lower the front of the dress"?

Presumably that when she was unmarried, her dress would be modestly up to the neck, but that now she is married she is permitted to lower the neckline.
