What does this underlined part mean? Is 'that' a part of a verb 'make sure'?

Everyone was busy wrapping the last minute presents, per-preparing the food for the next day, and making sure everything was done that needed doing.


Is this conclusion OK?Everyone was busy wrapping the last minute presents, (was busy) per-preparing the food for the next day, and (was busy) making sure everything was done that needed doing.
