You're right about the meaning - someone decides how many languages they feel are required. The writer has turned that into "felt requirements". I find that extremely unnatural.

This is an answer given by one of the eminent member of this site. I have a confusion regarding usage of comma. So far, I have been using comma like".....how many languages, they feel, are required.". She used here without a comma. I know her's would be more natural but I am getting a doubt whether mine would be completely wrong or less natural.

Punctuation is often a matter of choice, but I can't come up with much to defend your commas.
