b) - It is (or was) I who broke the vase.

I was always taught to imagine it as a question and an answer:

Q - Who broke the vase?
A - I did.

The answer would never be "Me did", therefore you would use I not me.

I agree totally (nominative case: "I") HOWEVER, with AmE you will hear "It was me" most frequently.

Thanks .here is the problem.I saw 'It was He who....'
But I heard it 'It was me who.....'
