The subject of "meaning" is "a paperless society would make our lives easier", so "meaning" is short for "which means" where which denotes the underlined. Is my interpretation correct? Or can the subject be only "a paperless society"? It's kind of confusing.

gip116)We were always promised that a paperless society would make our lives easier, meaning more time for us to spend doing the things we really want to do. Many of us are still waiting for the dream to come true...The mobile phone undoubtedly started the process. And technology such as the wireless handheld computer has taken things a huge step beyond.

Yes, your interpretation is correct. 'Meaning' here functions as a summative modifier.
