I don't understand the meaning of a word "address" in certain cases. For example in sentence:
"During his speech, Obama addressed the problem of unemployment."
does it mean that:
1. He only mention about this issue (unemployment).
2. He indicated solution for this issue.

I had found such explenation before I wrote this post in address - definition of address by the Free Online Dictionary, Thesaurus and Encyclopedia. but the meaning of "deal with" is also not clear for me in this context. Does it mean:
a) fix something
b) solve something
c) cope with something
d) put attention to something
?
Explaining something to non-native speakers by phrasal verb is often pointless.

Give attention to is not generally considered to be a phrasal verb
