Meaning of "Be Down To"

Could someone please help me to know the meaing of "Be Down To" in the following sentence?

The Airforce is down to 33 Operational Squadrons in contrast with 42 required for the two front wars.

I had searched the meaning of it before I posted my question. But, I could not find the meaning of it from online dictionary. I searched the meaning again after your reply to my thread. There are so many meanings of it. I again could not find any meaning matching your explaination in online Oxford dictionary. Could you please take trouble in searching the meaning from online dictionary that match with your explaination. I extracted this sentence from the following source:

I would like to ask one more thing. To which word / phrase "down" as an "adverb" is referring to in the sentence quoted by me?

I got it. It is referring to "is" which indirectly refers to "go" as per your underlined explaination above. Am I right ?

"is down to" is "to decrease".
