[General] Meaning of sentence

Hi all,

I would like to have your mind about the meaning of the sentence below:

"The Russian government vowed revenge last night on the terrorists behind a double "black widow" suicide bombing on Moscow's metro system that killed 38 people." (It is an extract of the Independent newspaper).

If I understand well the sense of this sentence, the Russian government wants to have a revenge after this attack in the subway(tube for UK people).

The writer uses the verb 'vow' but wants he really tell us that the Russian make a wish to revenge themselves. (Hope my mind is enough clear).

Nonetheless give me your opinion about this sentence.

They have promised (vowed) that they would take revenge.

(It's not countable, so you don't "have a revenge" but you can avenge yourself or take revenge.)
