DEAR teacher,I have problem working out this paragraph.I do'nt know who the subject is;and what does the last part (often....)refer to?

Means -
"Slow, reflective" describes a child (student) who is a deep thinker and does not respond quickly to questions or discussions in the classroom.

So when the teacher is waiting for an answer, this child may take extra time, BUT when he does answer, his answers show deep thought and new ideas.

Often, this child is the boy or girl that the teacher THINKS is just day dreaming, but is really taking the time to think more about the question.
The teacher might not understand this, and may scold the child.
