mistake?

This excerpt is from a report I just read, and it includes a mistake. I guess it should be 'has' as we are talking about one victory; one of six victories.

Am I correct?

The subject is ‘one’ and the verb ‘have’ doesn’t agree with the subject. I must concur with you: the verb should be 'has'.
