What does "oeps, hips, excuse me" mean?

I've only found "oep" which mean "Office of Emergency Preparedness." Nothing to do with it in the context below.

You'd have to ask the writer. They also wrote 'He stood op from his stole' so who knows what they could have meant?

I guess it could mean oops- the person says money and then changes it to a term more acceptable in bribery. I have no idea what hips could mean.

That would suggest the presence of alcohol which would go some way to explaining the bizarre speech involved!

It might not be run by foreigners but foreigners living in the unnamed country will make up the majority of the clientele.
