more slowly/slower

Does more slowly mean the same as slower?

And I can use them interchangeably?

Sometimes they can be used interchangeably, but not always.
He runs (slower) than his brother does. :tick:
He runs more slowly than his brother does. :tick:

He is a slower runner than his brother is. :tick:
He is a more slowly runner than his brother is. :cross:

more specifically they are interchangeable as adverbs but not as adjectives.......
Yes. "more slowly" can not be an adjective.
