Most of the language has been finalized, but negotiators left some words in italics because they needed to consult with their superiors back home before giving final agreement.
More:US, EU agree on food names in anti-counterfeit pact-UPDATE 2
Does the bold mean that the negotiation has been finished but some minor problems haven't been resolved?

Final agreement has not been reached yet, so we don't know if the remaining issues are major or minor. Until final agreement is reached the negotiations will probably continue.
