Hello all forum users!

Moves to establish a major ship repair facilities in the Bahamas were first mooted in the early 1980s as part of Freeport Maritime Centre.

In my opinion, the whole sentence means that "Suggestions to establish a major ship repair facilities in the Bahamas were first put forward/offered in the early 1980s as part of Freeport Maritime Centre".

What do you think?

Do you agree?

Thank you.

P.S. The name of the article is "Grand Bahama Shipyard fully operational - sees a flood of cruise ship contracts

I think your interpretation is correct. However, are you sure you've transcribed that sentence correctly?
