Is the answer itself correct?

Q: Which one is your sister?

A: She is the one with a flower on the head.

Is it correct to write, a flower "on the head"?
Does it make sense or do we use "in" instead of "on"?

It should be on the head, as, "He hit the nail on the head." However, I would say, "She wore the flower on her head."
