Could you explain the following in bold in easy English?

P&G had marketed a laundry detergent tablet called Salvo in the U.S. in the 1960s, and it had been soundly rejected by consumers because it often failed to dissolve completely. Other premeasured laundry forms, including Tide pouches and multi-action sheets, had fared no better and had resulted in large financial losses.

Especially, what's the meaning of "sheets"?

Here is the description of the Proctor and Gamble product that failed:

Each sheet contained 12 laminated pockets - six with detergent, six with bleach - attached to non-woven backing that was a fabric-softening sheet. The powders dissolved in the water. When the wash was done, you threw the remaining sheet together with the bundle of clothes into the dryer, where heat activated the softening agents.
