Which of these sentences sounds more natural?
a. The matter must, however, be examined first.
b. However, the matter must be examined first.
c. However, the matter has to be examined first.
d. However, the matter should examined first.

d. However, the matter should examined first. :cross: There is a word missing.

Apart from d, they're all grammatically correct. Without context, it's not really possible to say which one is most natural. In everyday English, I'd use "has to be" rather than "must be" but that's personal preference. It depends on how formal you're trying to be.
