'Name' can be a noun:
His name is James.

It can be a verb, describing the act of giving something a name:

I name this ship Queen Mary. (Smash bottleof champagne against the side)

Named is the past tense or past participle of the verb:

The police have named the suspect they are questioning about the murder: Robert Standish, 37, is being held at Paddington Police Station....

The suspect named in the murder by the police is Robert Standish, 37, who is being held for questioning at Paddington Police Station.

Named as the suspect in the murder by the police is Robert Standish, 37, who is being held for questioning at Paddington Police Station.

Correct?

The first is. I'd rephrase the second:
Robert Standish, 37, named as the suspect in the murder by the police, is being held for questioning at Paddington Police Station.
:)
