Police: "Are you the serial killer?"
Serial Killer: "Yeah. I enjoy taking peoples' lives!"

Is it peoples' or people's?

**Neither a teacher nor a native speaker.**

I am very sure that it's people's.
When you see toilets you read such things:
Men's
Women's

s' were correct if the sentence would be:

Serial Killer: "Yeah. I enjoy taking humans' lives!"

Singular: Human -> Human's
Plural: Humans -> Humans'

People is already plural, so you just need so add an 's

Edit
s' would be correct if the sentence were.
(This is the correct version of the sentence I wrote some hours ago.)

Cheers!

The normal rule is that if it ends in s already because it is plural, you simply add the apostrophe, if it doesn't you add apostrophe s. eg : Dogs' toy and Dog's toy - the first plural, the second singular.

But there may be cases in which peoples' is correct;

Imperialism is peoples' archenemy.
