sir, is this a correct sentence :-

"but still our cargo lying on the port"

Our cargo is still at the port.

I'm not sure why you mean by "lying" -- do you mean it has not been moved?
Remember that English sentences start with a capital letter. Also, you should not start a sentence with "But" except in less formal writing and then only in a context that makes it clear what it is in contrast to.
