Your first sentence is correct within this context because you are listing two things that he didn't see, therefore the verb comes first, followed by the two things he didn't see.

However, if you are talking about two things with two different verbs, you would put "neither" after the personal pronoun. For example:

He neither saw the film nor read the book.
I have neither parachuted nor swum with sharks.
You have neither driven a Ferrari nor ridden a motorbike.
