What is correct?
It is neither cool nor funny to lie.
It is neither cool nor is it funny to lie.
It is neither cool nor it is funny to lie.

I chose version 1, but I think I read a similar sentence to 2, written by emsr2d2.
(However, it was many many months ago.)
Version 3 sounds very strange to me.
