Are there any differences between them in meanings and the way of using ?

Whenever the adverb never is placed at the beginning of the sentence, it means you want to put an emphasis on the action of the verb [ you want to underline the idea ]. This is called inversion:

e.g. Never get in trouble again [ as you did yesterday]. The idea in this sentence can be conveyed some other way : Don`t you ever get into trouble again [ although, the meaning of this sentence might sound as a warning message or as strong advice].

If you say "You can never get into trouble again", the message is not so strong, it doesn`t come as a warning. I can take it as some mere advice, observation or statement.
