Hi everyone,
I would like to know if the word "rising" here is a reduced form of an adjective clause.

"New measures to prevent pollution levels rising any further in the capital."

New measures to prevent pollution levels which is rising / which rise any further in the capital.

No. It means "... prevent pollution levels from rising any further ..."
Note that what you posted is not a complete sentence.

No. It means "... prevent pollution levels from rising any further ..."

I think it extracted from the expression: "Prevent something from doing something."
So, it can be concluded that without implying the preposition "from" the sentence is correct.

Yes, those are okay, but I would write "... pollution levels in the capital ..."
